Residents of Gubakha supported the project for the construction of a new plant at Metafrax
On February 10, the public hearings were held as a part of the public discussion of the project for the construction of the second melamine production plant at Metafrax Chemicals PJSC. After its start up the Company will become one of the largest producers of this product in Europe.
More than 100 residents of the Gubakha urban district, as well as representatives of the expert community and authorities took part in the discussion. Metafrax Chemicals regularly discusses major investment projects with the public. Thus, the Company held public discussions in 2016 before the start of the project for the construction of the Ammonia-Urea-Melamine Complex and in 2020 at the beginning of the project for the construction of formalin and paraformaldehyde plants.
The hearings were opened by Mr. Nikolai Lazeikin, head of the Gubakha urban district, and Mr. Rashid Shakirov, Deputy General Director on personnel and social issues of Metafrax Chemicals.
According to Mr. Vladimir Daut, the new plant will be fully integrated with the Ammonia-Urea-Melamine Complex. Its capacity will be 40 thousand tons of melamine per year. The implementation of the project will create 105 new working places in Gubakha, as well as increase the amount of tax payments to the budgets of all levels.
The total scope of investments in the project is estimated about 27 billion rubles. The company plans to complete the construction of the object in 2025.
The licenser of the project will be the Swiss Company Casale SA. The equipment will be supplied by the world's largest manufacturers. Mr. Alfonso di Donato, Project Director of Casale SA, brought up to speed on the benefits of the new plant. According to him, it will be built according to a well-proven technology - similar plants operate in Austria, Germany and India. The production complex will comply with environmental standards and safety values.
During the hearings, issues of environmental safety of the new facility were reviewed in detail. Experts from GIAP JSC, a research institute in the branch of chemical industry, shared their opinions. According to the statements of Mrs. Natalia Kotova, Deputy Chief Project Engineer of GIAP JSC, the technology used for the plant construction, has been tested and corresponds to the best available technologies. The construction of the plant will not have a significant negative impact on the level of atmosphere pollution.
The GIAP experts also noted that as a result of the project implementation, the sanitary protection zone of Metafrax will not change. The results of atmospheric air pollution calculations show that concentrations of pollutants at the border of sanitary zones do not exceed hygienic standards. The contribution of the new melamine production to the total emissions of the enterprise will be insignificant.
During the dialogue with the audience, the managers of PJSC Metafrax Chemicals and experts answered in detail all the questions of the hearing’s participants. As a result, the attendees supported the presented project.
